
Jamestown City Council approves budget, 13% property tax reduction

FARGO — Almost a year ago, on Oct. 10, 2025, officers found the body of Starr Racine on the floor of a bedroom in the basement of her south Fargo home, just before 7 a.m. Hypodermic needles were on the bed and next to her, along with a jar of white powder. She appeared to have been dead for several hours. Her partner told police the last time he saw her alive was at around 10 p.m. the night before. A download of Racine's cellphone showed that she had a Facebook Messenger conversation with the account of someone named Adam Strand, coordinating a drug transaction on Oct. 9, the day before her death. Investigators applied for two warrants related to the incident, one which asserts the last messages between Racine's and Strand's accounts were sent at 1:27 a.m. on Oct. 9, and the other reporting the messages were exchanged at 11:27 a.m., later that day.
